II.2.4.
Description of the procurement
1. The aim of the competition is to select the best project of the Polish Pavilion along with the internal exhibition and the adjacent area, located at the EXPO 2020 World Exhibition in Dubai, United Arab Emirates.
2. The competition is open, one-stage and realization, i.e. on its basis a detailed architectural and thematic concept will be made.
3. The subject of the competition work is the implementation of a developed architectural and thematic concept of the Investment, taking into account the program requirements and guidelines contained in the Regulations and in the Competition Materials.
4. The proposed concept should most favorably implement the assumptions of Poland's participation in the Exhibition, with particular emphasis on selected subtopics proposed by the Organizer of the Exhibition: ‘Sustainability’ and ‘Mobility’.
5. The proposed functional-spatial and thematic concepts must optimally meet the expectations of the Ordering Party as regards spatial, architectural, programmatic, functional solutions and economic assumptions indicated in the Regulations and Materials for the competition and comply with the requirements of the Exhibition Organizer indicated in the Materials for the competition.
6. The proposed competition solutions must be within the assumed budget.
7. The proposed competition solutions must be feasible within the schedule imposed by the Organizer of the Exhibition in Section 1.2 of the Self-Build Pavilions Delivery Guide contained in the Competition Materials.
8. The main prize in the Competition is a cash prize and an invitation to negotiate in the form of a direct order from the author of the selected competition work.
9. The author of the winning competition work will be entrusted with the development of a detailed concept of the Polish Pavilion along with an internal exhibition and development of the adjacent area, which is a detail of the competition work, meeting the requirements of the Exhibition Organizer in full, including detailed concepts: architectural and thematic, detailed description of the sightseeing path, the Functional and Utility Programme and calculation of the planned costs of design works and calculation of the planned costs of construction works for the implementation of the Investment.
10. The author of the winning competition work will be entrusted with the implementation of services: introducing changes to the Architectural and Thematic Concept after its verification by the Organizer of the Exhibition, obtaining confirmation of the compliance of the architectural concept with the local construction law in force in Dubai in the United Arab Emirates, answering questions regarding the Architectural and Thematic Concept asked during the public procurement procedure for the design, construction, technical maintenance and demolition of the Pavilion and supervising the implementation of the Architectural and Thematic Concept by the entity selected in the public procurement procedure for the design, construction, technical maintenance and demolition of the Pavilion at the design and construction stages.

Criteria for the evaluation of projects
Criteria for the evaluation of the competition entries:
1. Attractiveness of architectural solutions, internal exhibition for all groups of visitors and development of the adjacent area and their compliance with the requirements of the Exhibition Organizer (maximum 30 points);
2. The readability and consistency of the competition work, including in particular the content of the exhibition, with the guidelines of the Ordering Party contained in the Competition Materials, with particular emphasis on the Program Concept of Poland's participation in the World Exhibition EXPO in Dubai and the program assumptions of the Exhibition Organizer (maximum 30 points);
3. Functionality of the proposed interior solutions of the designed building and the development of the adjacent area (maximum 20 points)
4. Reality and economics of the proposed technical solutions at the stage of construction, operation, demolition and the method of reuse of the building or its elements proposed in the competition work (maximum 20 points);
Each of the Competition entries will be evaluated by the Competition Jury on the basis of the above criteria and meeting, in principle, the essential requirements of the Regulations. The Competition Jury evaluates the Competition entries in a holistic manner in accordance with the above criteria and the requirements of the Competition Rules, assigning points on a scale from 1 to 100.

The Ordering Party envisages awarding the following prizes as part of the Competition:
1st Prize - a monetary amount in the amount of PLN 50,000.00 gross and an invitation to negotiate in the form of a direct contract for the development of an architectural and thematic concept to the extent specified in the Regulations of the competition.
II Prize - a monetary amount of PLN 30,000.00 gross.
3rd Prize - a monetary amount of PLN 20,000.00 gross.
The Competition Jury has the right to make a different distribution of the amount allocated to prizes and to award a different number of prizes or distinctions.
IV.3.2.
Details of payments to all participants
Cash prizes will be paid within a period of not less than 15 days and not more than 30 days from the date of approval by the Manager of the Ordering Party of the results of the competition, and in the event of an appeal or complaint within a period of not more than 14 days from the issuance of the final judgment or order.
The cash prizes will be paid by bank transfer to the bank account indicated in the Competition Entry Identification Card (Annex 5 to the Competition Rules).
In the event that the best work is awarded a prize in the form of an invitation to negotiate in the form of a single-source contract for the detailed elaboration of the competition work, the Ordering Party will send an invitation to the selected Participant within no less than 15 days from the date of approval by the Ordering Party's Manager of the results of the Competition, and in the event of an appeal or complaint within no more than 14 days from the issuance of the final judgment or decision.

Review procedure
Precise information on deadline(s) for review procedures:
1. Uczestnikowi konkursu, a także innemu podmiotowi, jeżeli ma lub miał interes w uzyskaniu danego zamówienia oraz poniósł lub może ponieść szkodę w wyniku naruszenia przez Zamawiającego przepisów Ustawy, przysługuje prawo do wniesienia środków ochrony prawnej na zasadach określonych w dziale VI Ustawy.
2. Odwołanie przysługuje wyłącznie od niezgodnej z przepisami Ustawy Prawo Zamówień Publicznych czynności Zamawiającego podjętej w postępowaniu o udzielenie zamówienia lub zaniechania czynności, do której Zamawiający jest zobowiązany na podstawie Ustawy Prawo Zamówień Publicznych.
3. Odwołanie powinno wskazywać czynność lub zaniechanie czynności Zamawiającego, której zarzuca się niezgodność z przepisami Ustawy Prawo Zamówień Publicznych, zawierać zwięzłe przedstawienie zarzutów, określać żądanie oraz wskazywać okoliczności faktyczne i prawne uzasadniające wniesienie odwołania.
4. Odwołanie wnosi się do Prezesa Krajowej Izby Odwoławczej w formie pisemnej w postaci papierowej lub w postaci elektronicznej, opatrzone odpowiednio własnoręcznym podpisem albo kwalifikowanym podpisem elektronicznym.
5. Odwołujący przesyła kopię odwołania Zamawiającemu przed upływem terminu do wniesienia odwołania w taki sposób, aby mógł on zapoznać się z jego treścią przed upływem tego terminu.
6. Odwołanie wnosi się w terminie 10 dni od dnia przesłania informacji o czynności Zamawiającego stanowiącej podstawę jego wniesienia – jeżeli zostały przesłane w sposób określony w art. 180 ust. 5 zdanie drugie Ustawy Prawo Zamówień Publicznych albo w terminie 15 dni – jeżeli zostały przesłane w inny sposób.
7. Odwołanie wobec treści ogłoszenia o zamówieniu oraz wobec treści Regulaminu wnosi się w terminie 10 dni od dnia publikacja ogłoszenia w Dzienniku Urzędowym Unii Europejskiej lub zamieszczenia Regulaminu na stronie internetowej.
8. Odwołanie wobec czynności innych niż wyżej wymienione wnosi się w terminie 10 dni od dnia, w którym powzięto lub przy zachowaniu należytej staranności można było powziąć wiadomość o okolicznościach stanowiących podstawę jego wniesienia.
9. Odwołanie podlega rozpoznaniu, jeżeli:
1) nie zawiera braków formalnych;
2) uiszczono wpis.
10. Wpis uiszcza się najpóźniej do dnia upływu terminu do wniesienia odwołania, a dowód jego uiszczenia dołącza się do odwołania.
